About this opportunity

The City of Ouray Parks & Recreation Department is requesting proposals for a comprehensive facility conditions assessment of the Ouray Hot Springs Pool House, with proposals due September 11, 2026.

The scope requires a multidisciplinary team to conduct a detailed evaluation of all accessible structural components and Mechanical, Electrical, and Plumbing (MEP) systems; identify deficiencies, deterioration, deferred maintenance, operational concerns, and safety issues; assess system capacity, performance, condition, and remaining useful life; and provide recommended repair, rehabilitation, replacement, or further investigation for each identified deficiency. Deliverables include a draft assessment report, final comprehensive assessment report, editable capital improvement spreadsheet with systems inventory and planning-level cost estimates for every individual line item, and an executive summary with at least one presentation to City staff or City Council. The consultant must develop prioritized five-year and ten-year capital improvement plans and identify opportunities to improve energy efficiency, water efficiency, reliability, maintainability, and lifecycle value while considering accessibility, life-safety, and code-related concerns.

Required qualifications include expertise in structural engineering, mechanical, electrical, and plumbing engineering, building condition assessments, and municipal or recreation facilities. The City strongly prefers experience with hot springs facilities and high-humidity environments.

Evaluation is weighted across seven criteria: experience with comprehensive structural assessments (15 points), evaluation of MEP systems (20 points), experience with aquatic or high-moisture environments (15 points), qualifications of the proposed multidisciplinary team (15 points), understanding of project and proposed methodology (15 points), approach to cost estimating and capital planning (10 points), and fee proposal and overall value (10 points). The City reserves the right to reject any or all proposals, request interviews, and negotiate scope and fees; the lowest-cost proposal will not necessarily be selected.
