About this opportunity

The City of Toledo, Ohio Division of Purchases and Supplies is requesting bids for OUPS Utility Response & Markings services via RFQ 1-7923, with bids due November 3, 2026 through the City's PlanetBids electronic portal.

All bidders must meet multiple compliance and certification requirements as a condition of responsiveness. Equal Employment Opportunity certification, Debarment and Suspension certification, and Living Wage Affidavit compliance are mandatory; the Living Wage Affidavit requires employees earn no less than $17.45 per hour with health benefits, or $20.63 per hour without benefits (with exemptions available for firms under 25 employees, nonprofits providing cultural or educational services, Davis-Bacon prevailing-wage contractors, and other qualifying categories). Court-Ordered Child Support certification is required for individual owners or shareholders holding 25% or greater vested interest.

Bid submission requires pricing to two decimal places via PlanetBids with a single price per line item. All bids must include a bid guaranty (2.5% of bid amount for bids of $75,000 or less; 5% for bids exceeding $75,000, with a maximum of $200,000) in the form of a cashier's check or bid bond made payable to the City of Toledo. If submitted as a check, the original must be physically received by the Division of Purchases and Supplies by the due date; personal and company checks are not acceptable. Bids without a bid guaranty will be deemed non-responsive.

For contracts exceeding $100,000, contractors must obtain Commercial General Liability coverage ($2 million products/completed operations aggregate), Comprehensive Automobile Liability ($1 million per occurrence), and Umbrella liability ($5 million), with the City named as additional insured. The contract term is one year with month-to-month renewal option. Payment is due within thirty calendar days of City acceptance or proper invoice receipt, whichever is later. Liquidated damages for default are 1% of order value or $250 per day, whichever is less.

Vendor Registration Form, Business Tax Registration Form, and Child Support Affidavit need be submitted only once; subsequent bids require only project paperwork (Acknowledgement & Acceptance, Living Wage Contract Addendum, Primary/Subcontractor Agreement Certificate). Contractors performing work within Toledo city limits are subject to municipal income tax of 2.5% on net profits, with a $250 registration deposit required.
