About this opportunity
The Wisconsin Department of Transportation is requesting bids for highway reconstruction on USH 10 west to Old Town Hall Road and USH 53 near Eau Claire in Florence County, with proposals due November 10, 2026. Work includes asphaltic surface milling and removal, HMA pavement placement, base aggregate work, culvert replacements, guardrail replacements, and structural replacements of bridges B-18-243 and B-18-244, with all incidental restoration and pavement marking.
The project requires extensive utility coordination with Brightspeed communication facilities requiring relocations between Station 178+21 and Station 626+36. Construction is anticipated to begin April 1, 2027 and last 14 working days. Traffic control mandates minimum notification periods of three calendar days for shoulder closures, three business days for lane closures, and three business days for ramp closures. Work is prohibited during Memorial Day (May 28–June 1, 2027), Independence Day (July 2–6, 2027), Labor Day (September 3–7, 2027), and Thanksgiving (November 24–29, 2027).
The contract requires compliance with U.S. Army Corps of Engineers Section 404 permit requirements and Wisconsin Pollutant Discharge Elimination System Transportation Construction General Permit coverage for 8.6 acres of land disturbance. HMA placement is subject to Percent Within Limits Quality Management Process specifications with mandatory test strips; test strip approval requires PWL values of 75 or greater for both air voids and density. Contractors face potential penalties of $2,000 for delayed test strips or additional test strips required due to insufficient initial approval or mix design changes.
Erosion control measures must be placed within three calendar days of substructure excavation completion. Permanent stabilization is required for work adjacent to Otter Creek, classified as a state navigable waterway. Asbestos inspections completed May 17, 2023 on both structures found no Regulated Asbestos Containing Material, requiring notification to Wisconsin DNR at least 10 working days before demolition or renovation.
