About this opportunity
The County of Orange, OC Public Works is seeking competitive bids for comprehensive OSHA Safety Training services across Orange County and San Diego City jurisdictions. The fully electronic solicitation requires vendors to provide a wide range of safety training courses, including operator safety for equipment like backhoes, bulldozers, excavators, and forklifts, as well as specialized training in defensive driving, traffic control, crane operations, first aid/CPR, and OSHA 10 and 30 certifications. Training sessions are designed for 8-15 students per session, with course durations ranging from 2 to 8 hours. The bid must be submitted electronically through the County's online bidding system by July 29, 2025, at 2:00 pm, with bid prices remaining firm for the entire contract term. Bidders must provide detailed company information, references, and certifications, and must possess a valid California State Contractor's License. Evaluation criteria will focus on responsiveness, responsibility, and compliance with solicitation requirements, with the County reserving the right to make multiple awards.
The solicitation includes provisions for local small business (OCLSB) and disabled veteran business enterprise (DVBE) preferences, offering a potential 5% deduction in bid price for certified businesses. While no specific incumbent vendors are mentioned, the County will utilize a training management system with features like 24/7 online access to training records, automatic renewal reminders, and individual trainee tracking. The contract is structured as a firm fixed-fee arrangement, with an initial term beginning October 3, 2025, and continuing for five calendar years. Though the exact contract value is not specified, the document notes that Board of Supervisors approval is required for service contracts exceeding $200,000 annually or $1,000,000 over multiple years. The pricing structure includes provisions for travel reimbursement, with the first hour of travel charged at no cost and subsequent mileage reimbursed at the current IRS approved rate. Bidders must also provide performance and labor/material payment bonds to guarantee contractual obligations and financial protections for subcontractors and suppliers.
