The scope encompasses evaluating residents for orthotic needs; providing and modifying ankle-foot orthoses, insoles, shoe inserts, orthopedic footwear, and specialized helmets; and conducting scheduled monthly orthotic clinics at the facility. The contractor must maintain active telephone service during business hours (8 a.m. to 5 p.m., Monday through Friday, Central Time) and respond to service calls within four hours. Pricing must be submitted as firm, fixed prices using Exhibit G (FY27 Product Price List) with all-inclusive unit rates covering labor, equipment, materials, supplies, and related expenses.

Historical spend for the same or similar services was $45,000 for the period September 1, 2025, through August 31, 2026; HHSC provides no guarantee of volume or usage. The initial contract term runs from September 1, 2026, through August 31, 2027, with no renewal options, though HHSC reserves the right to extend for up to one additional year. Price adjustments are permitted only at HHSC's sole discretion and may be correlated with the Consumer Price Index.

Bidders must demonstrate a minimum of three years' relevant experience and provide three verifiable references for similar services within the last three years. Assigned personnel must have at least one year of relevant experience and be at least 18 years old. Background checks through the Texas Department of Public Safety are required for all personnel prior to access to state property; no personnel with sex offender, child abuse, adult abuse, or fraud convictions are permitted. Insurance requirements include workers' compensation with $1,000,000 employer's liability limits, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile liability of $1,000,000, professional liability of $1,000,000, and umbrella liability of $1,000,000.

Bidders must submit signed Exhibit A HHS Solicitation Affirmations (Pages 1–14), completed Exhibit C Pricing Sheet, Exhibit D Bidder Reference Form, Exhibit G Product List Pricing, financial documentation demonstrating capability and solvency, and Form 4109 Application for Texas Identification Number if applicable. Failure to submit Exhibit A and Exhibit C will result in bid disqualification. Responses to clarifications will be posted August 24, 2026.
