About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is requesting bids for orthopedic shoes and orthotics to be supplied to Richmond State Supported Living Center under an Invitation for Bids, with responses due July 30, 2026 at 10:30 AM Central Time. The Department of State Health Services (DSHS) is also authorized to utilize any resulting contract.
The scope encompasses specific branded shoe models—Drew Navigator, Drew 14353, Drew 10295, Xelero Matrix, Dr Comfort athletic and orthopedic shoes, and Pedors shoes—along with orthotic-related services and modifications including full soles, heels, lifts, bolsters, rocker soles, custom molded orthotics, and prefabricated orthotics. All items are quoted on a unit basis under NIGP Code 800-70. Delivery must occur on time to the specified address between 8:00 AM and 4:00 PM, excluding 11:00 AM to Noon, with vendors responsible for all additional charges such as overtime, unloading, or storage fees.
No minimum volume or compensation is guaranteed. The initial contract term runs September 1, 2026 through August 31, 2027, with the option for HHSC to extend for up to one additional year at its sole discretion. Pricing must be submitted as firm, fixed prices for the contract life using the provided Pricing Sheet (Exhibit C), with all labor, materials, supplies, and related expenses included in unit rates. Price adjustments may be permitted during renewal periods using the Consumer Price Index formula, or based on federal minimum wage increases with supporting documentation. Evaluation criteria include ability to meet specifications and performance delivery requirements; HHSC reserves the right to select the bidder offering best value rather than the lowest price. Past vendor performance will be considered, and bidders with unfavorable Vendor Performance Tracking System reports, current corrective action plans, repeated negative performance reports, or cancelled contracts in the previous 12 months may be rejected. A HUB Subcontracting Plan is encouraged but not required. Questions were due July 22, 2026; responses to submitted questions were posted as an addendum on July 24, 2026. Bids must be submitted via the online bid room or in person at PCS, 1100 W. 49th Street, Austin, Texas.
