Contractors must submit comprehensive pricing for all 68 line items in Schedule B (covering labor by classification, equipment rental, materials, and lump-sum site tasks) and provide project timelines broken into minimum categories of Site Prep, Mobilization/Demobilization, Plugging, and Site Restoration. Work is anticipated to begin in late fall or winter.

Proposals scoring 80 or more technical evaluation points are eligible for award; selection is based on best value, considering timeline and pricing. Written questions are due July 14, 2026, at 3:00 p.m. Eastern, with answers posted by July 16.
