About this opportunity
Orleans County is seeking multiple prime contractors for an emergency structural repair project at the Public Service Building (PSB) located at 13925 Rt 31 W in Albion, NY. The project, managed by Wendel WD Architecture, Engineering, Surveying & Landscape Architecture, P.C., involves comprehensive structural repairs to the existing PSB roof structure, including removal and restoration of walls, ceilings, and critical systems. The procurement will be conducted through five distinct contract packages: General Construction, HVAC, Electrical, Plumbing, and Fire Protection, with bidders allowed to submit proposals for single or multiple packages. Sealed bids are due on July 16, 2025, at 3:00 PM Eastern Standard Time, with a non-mandatory pre-bid meeting scheduled for July 1, 2025, offering both in-person and remote Zoom participation. Bidders must be properly licensed under New York State laws, capable of obtaining required insurance and performance bonds, and must submit a bid security of 5% of the bid amount. Electronic bidding documents will be available from the Avalon plan room after June 24, 2025, and all bidders must complete Schedule Acknowledgement and New York State Department of Labor Registration Acknowledgement forms.
The contract opportunity does not include a service-disabled veteran-owned business set-aside, and there are no specific restrictions on business types beyond standard licensing and registration requirements. The project covers all New York State counties, with the primary location in Orleans County. While no incumbent vendors are explicitly identified, the procurement documents indicate that the successful contractors will be responsible for restoring the District Attorney's office space, main public entrance, public hallways, and janitorial spaces to their original layout and finishes. Subsequent resolution documents reveal bid awards for various components, including Javen Construction Company for general construction at $649,000, Crosby Brownlie for HVAC at $61,200, Crosby Brownlie (later replaced by Concord Electric) for electrical work at $55,500, and McGrain Mechanical for plumbing work at $50,000. The total project budget appears to be approximately $815,700, with the work expected to achieve Substantial Completion within five months and Final Completion within six months of receiving the Notice to Proceed.
