About this opportunity

The New York State Office for People With Developmental Disorders (OPWDD) and the Dormitory Authority of the State of New York (DASNY) are seeking qualified contractors to perform HVAC upgrades at five hostels located near the Finger Lakes Developmental Disabilities Services Office Newark Campus in Warren County. The project scope includes the installation of new ductwork and mechanical systems, specifically variable refrigerant flow (VRF) systems and lead-containing painted component removals across five designated hostels at Cobblestone Terrace (buildings 102, 104, 105, 107, and 108). Construction will occur while the buildings remain occupied, requiring careful project management and coordination. Prospective bidders must demonstrate prior experience by having completed five contracts of relatively similar size, scope, and complexity within the last five years, or alternatively, must demonstrate an increasing ability to successfully complete contracts of incrementally larger size and scope within the same timeframe. The contract documents are available for purchase through Camelot Print and Copy Centers, and bidders are strongly advised to review the revised General Conditions for Construction dated February 4, 2026, which contain significant revisions from previous DASNY documents that may impact bid pricing. The posting date for this opportunity was May 12, 2026, with a proposal due date of June 16, 2026.

This procurement is designated as open exclusively to Minority and Women-Owned Business Enterprises (MWBE) and small businesses, restricting competition to these specified categories. The estimated project cost range is between $1,500,000 and $1,750,000. Official plan holders of record are those who obtain contract documents directly from Camelot Print and Copy Centers; DASNY assumes no responsibility for the completeness or accuracy of documents obtained from other sources and advises that alternative sources may lack issued addenda. The plan holders list and information regarding interested subcontractors and material suppliers are available on DASNY's website at https://www.dasny.org/.
