About this opportunity

SUNY Upstate Medical University is seeking sealed bids for Optimization of Emergency Department (ED) and Inpatient Acute Care Capacities Consultant Services through Request for Proposal (RFP) S-1484. The procurement is specifically for consultant services aimed at improving emergency and acute care capacity management at SUNY Upstate's Syracuse location in Onondaga County. Vendors must meet minimum bidder qualifications outlined in section 3(A) of the RFP document, which requires comprehensive understanding of healthcare capacity optimization strategies. Key procurement dates include a question and clarification deadline of March 12, 2025, at 2:00 PM ET, with final proposal submissions due March 27, 2025, at 2:00 PM ET. The contract is not to exceed thirty (30) months in duration, and vendors must carefully review and accept all terms and conditions specified in the comprehensive RFP document available on Upstate's website.

The procurement is subject to New York State Lobbying Law 139, which establishes a restricted procurement period and limits vendor communications to designated contacts. While there are no minority or women-owned sub-contracting goals, the procurement includes a 6% Service-Disabled Veteran-Owned Business contracting goal. The solicitation encourages participation from New York State small businesses and those certified under Article 15-A of the NYS Executive Law and Article 3 of the New York State Veterans Service Law. No incumbent vendors or existing contractors are noted in the documentation, and no specific budget range is provided. Vendors must be prepared to navigate strict communication protocols, as non-compliance could result in contract disqualification or potential debarment from doing business with New York State agencies. Technical support is available via email for vendors experiencing document access issues.
