About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is soliciting quotations for optical fiber construction services on behalf of the Office of Information Technology, with quotations due September 17, 2019 at 4:00 p.m. Eastern Standard Time.

The scope is a turnkey optical fiber extension project connecting Sewall Street in Augusta to 19 Katherine Drive in Hallowell, Maine, spanning approximately 6,000 feet. Work includes site survey, pole applications, make-ready services, pathway design, materials procurement, construction, traffic control, testing, and certification. The cable plant will consist of 24 strands of 9/125 micron G.652D-compliant single-mode fiber in loose tube configuration suitable for aerial and underground applications. Bidders must submit a fixed-price quotation covering all services, a detailed Statement of Work with costs and installation timeline, and documentation of previous Maine outside fiber installation projects exceeding 1,000 feet along public right-of-way. Upon completion, the State assumes ownership of the cable plant. The contractor must provide a one-year warranty covering construction defects and remain available for emergency repair and support during the warranty period.

The project completion deadline is March 1, 2020. Payment is made on a one-time basis after construction, testing, and acceptance, on net 30 terms via check, electronic funds transfer, or procurement card. Quotations will be evaluated on a best value basis considering conformity with specifications, delivery timeline, and the State's interests, with contract award to the lowest price bidder among qualifying responses. Bidders must demonstrate appropriate insurance coverage, comply with applicable telecommunications industry standards and applicable laws and ordinances, affirm compliance with all RFQ requirements, and certify non-debarment status. All quotations remain valid and binding for 180 days from bid opening. Responses are submitted through the State of Maine Advantage Vendor Self Service (VSS) electronic procurement system.
