About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for the lease or rental of a dark, unmeasured optical fiber point-to-point connection serving the Maine Office of Information Technology, with quotations due September 13, 2022 at 4:00 p.m. Eastern Standard Time.
The scope requires a turnkey solution delivering a two-strand (one-pair) 9/125 micron G.652D-compliant single-mode fiber cable plant connecting the Maine OIT Master Distribution Frame at 45 Commerce Drive, Augusta, Maine to the telecommunications room at 85 Leighton Road, Augusta, Maine. The fiber must support both outdoor aerial and underground applications. The vendor must complete all preliminary construction and preparatory work, test the fiber, provide splice mapping documentation, and deliver comprehensive maintenance and repair services over the contract term. Acceptable test results are based on industry-recognized tolerances: no more than 0.1 dB per splice point, no more than 0.5 dB per connector mating point, and cable loss within manufacturer specifications, with final test results provided in both PDF and trace files at wavelengths of 1310 nm and 1550 nm. Project completion is required within five weeks of agreement signature and approval, with service-ready availability confirmed within 45 business days.
The initial contract term is five years with three optional one-year renewal periods. The cost structure requires vendors to identify any one-time start-up fees and provide level annual payments to the State at the beginning of each service year; service initiation and first payment occur only after fiber service is tested and accepted. All costs, including fiber maintenance and repair, must be included in the bid price, excluding federal, state, and local taxes for which the State holds exemption certificates. Delivery is FOB Destination with shipping charges included.
The State will evaluate quotations on a best value basis, considering conformity with specifications, delivery timeframe, and pricing. The Division reserves the right to reject the lowest bidder if documented poor performance or prior contract termination occurred within the five years preceding the RFQ. Quotations must remain valid and binding for 180 days from the bid opening date. The State anticipates net 30 payment terms upon receipt of accurate invoices. Submissions are made through the State of Maine's Advantage Vendor Self Service (VSS) electronic procurement system and must include the Bid Cover Page, Debarment Form, a Cost Response Sheet in Word format, a detailed itemized quote, product data and information sheets, warranty information, a Statement of Work with install timetable, and a Service Level Agreement.
