About this opportunity

Mt. Hood Community College (MHCC) is requesting proposals for fiber optic cable installation, termination, and testing services under RFP #07212026, with proposals due August 6, 2026 at 2:30 p.m. and a mandatory pre-proposal meeting on July 29, 2026 at 1:00 p.m. at the Gresham Campus — vendors failing to attend the pre-proposal meeting are ineligible to bid. The project is classified as public work subject to Oregon prevailing wage requirements under ORS 279C.800 to ORS 279C.870.

The scope includes new single-mode fiber installations at 20 IDF locations (12 to 24 strands of Corning OS2 cable per location), termination of 6 to 12 designated strands per location, and re-termination and remediation of existing multi-mode and single-mode fiber at three additional locations. All work must comply with ANSI/TIA-568.3-D and ISO/IEC 11801 standards. Contractors must provide a minimum 15-foot service loop at each cable end, Corning UniCam LC connector terminations, and comprehensive optical testing using Optical Power Meter and OTDR methodologies.

Pricing accounts for 15 percent of the proposal score. Remaining evaluation criteria are weighted as follows: Technical Requirements & Approach (30%), Vendor Experience & Past Performance (25%), Implementation Timeline & Methodology (20%), and Warranty (10%). Contractors must provide a lump sum fee, company qualifications, relevant fiber optic installation experience, a proposed project schedule, testing methodology description, three client references from the past five years, and warranty details.

Contractors and subcontractors must maintain commercial general liability insurance of at least $1 million per occurrence, automobile liability insurance of at least $1 million per occurrence, and workers' compensation coverage as required by law. Proposals must be submitted to Blake Brown at Blake.Brown@mhcc.edu.
