The City of Philadelphia, Office of Public Safety, is soliciting quotes for OPS branded ceremony supplies as a micro purchase with proposals due June 25, 2026. Award will be made to the lowest responsive and responsible bidder, either as a whole or by line item at the City's discretion.

Bidders must quote all items to be eligible for award. All quotes must be submitted electronically through PHLContracts by an authorized representative with a duly executed Consent and Authorization Agreement prior to the submission deadline. Submission of an optional LGBTQ Applicant Opportunity Data Form is available for vendors seeking to self-identify as LGBTQ-owned or to report LGBTQ-certified subcontractor participation.

The micro purchase maximum threshold is $43,000, adjusted annually by the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, rounded to the nearest thousand dollars. The contract term is 365 days from the effective date with automatic termination thereafter. All quoted products must be delivered FOB Destination Point, with no delivery or services to commence until formal notification from the department.

Prices must be net and exclusive of taxes; the City is exempt from federal excise, transportation, and Pennsylvania Sales and Use taxes. Payment is contingent upon delivery, City approval, and invoice submission, processed through electronic deposit. The successful seller must maintain Workers' Compensation at statutory limits, General Liability insurance of $500,000 per occurrence, and Automobile Liability insurance of $300,000 per occurrence, with the City named as additional insured.
