About this opportunity

The New York State Office of Parks, Recreation and Historic Preservation is soliciting proposals to operate food, beverage, and marine fuel concessions at Long Point State Park in Bemus Point, New York, with proposals due September 3, 2026. The incumbent concessionaire is Ready About Sailing, Inc.

The scope encompasses a marina building with food and beverage service (grill area, seating, and storage), a beach stand concession on the bathhouse building, and a fuel dock with two pump stations and one 4,000-gallon above-ground gasoline tank. The marina concession and fuel dock must operate from the third week of May through Columbus Day with specified hours; the beach stand operates from Father's Day weekend through Labor Day during beach swimming hours. The licensee is responsible for all costs of operation and all utilities except electricity provided by State Parks, plus a $500 annual trash and recycling removal fee.

The concession license runs January 1, 2027, through December 31, 2029, with potential extension of up to three additional years upon approval by the New York State Comptroller. Respondents must offer a minimum license fee of 5% of gross receipts, with a repair, replacement, and maintenance obligation of at least 2% of annual gross receipts excluding fuel sales. Historical revenue data from 2021–2025 shows average annual gross receipts of $332,208 across all categories, with gasoline sales comprising approximately 85% of total revenue.

Evaluation allocates 75% of the technical score (90 points maximum) to panel assessment of experience, personnel qualifications, financial capacity, operational plans, and RFP compliance, and 25% (30 points maximum) to comparative financial return. Respondents must demonstrate financial capacity through current financial statements and secure bonds or letters of credit equal to first-year projected financial obligations, plus comprehensive liability and workers' compensation insurance.

Oral presentations are scheduled for September 2026. Site tours are not required but recommended and can be arranged with the Park Manager.
