About this opportunity
The New York State Office of Parks, Recreation and Historic Preservation is requesting proposals to operate a food truck concession at Lake Erie State Park in Brocton, New York, with proposals due September 3, 2026 at 3:00 p.m. The license term runs January 1, 2027 through December 31, 2027, renewable for up to two additional years upon mutual agreement and Office of the New York State Comptroller approval.
The concessionaire must provide a self-contained mobile food truck unit with all necessary equipment and operate a high-quality food and beverage service. Minimum operating requirements are Saturdays 6:00 p.m. to 8:00 p.m. from Memorial Day through Labor Day; licensees are encouraged to offer extended hours and flexible scheduling subject to park management approval. The premises are located adjacent to the recreation hall with electricity provided at no cost; water is available via nearby spigot. The concessionaire bears 100% responsibility for all utility services beyond electricity, specialty waste disposal, repairs and maintenance of the premises, and commercial liability insurance. A payment bond equal to the sum of the projected annual license fee and other first-year financial obligations is required.
The minimum annual license fee is $250, with respondents permitted to propose escalating or enhanced fees above this floor. No incumbent or prior gross receipts history exists for this concession. State Parks prohibits alcoholic beverage sales and operates separate concessions for ice, firewood, retail items, and popcorn.
Proposals must include comprehensive business plans with pro forma financial projections in Excel format, operations and maintenance plans, sample menus and pricing, key personnel resumes, evidence of relevant operating experience in seasonal and weather-dependent environments, at least three current business references, and verified financial statements. Evaluation combines technical criteria (maximum 90 points) and financial return to the state (maximum 30 points). State Parks will schedule oral presentations with compliant respondents in September 2026. Respondents must comply with New York State procurement requirements including sexual harassment prevention, gender-based violence policies, non-discrimination certifications, and restrictions on Russian business operations.
