About this opportunity

The Virginia Department of Environmental Quality is requesting proposals for operation and maintenance of the Hidden Lane Landfill Superfund Site in Sterling, Loudoun County, with proposals due October 27, 2026 at 2:00 p.m. EST and a mandatory site visit on October 15 at 11:00 a.m. (no admittance after 11:10 a.m.). This is a small-business set-aside solicitation.

The contractor will perform routine and non-routine operation and maintenance of the landfill cap system and perimeter fencing, including annual inspections, preventive maintenance, emergency repairs, and comprehensive reporting. The contractor must maintain 24/7 personnel availability and assign a dedicated project manager. All routine services are priced as a fixed annual unit rate; non-routine maintenance is priced on a time-and-materials basis with hourly rates applying any day and time including weekends and holidays. All costs—labor, equipment, materials, transportation, and office expenses—are included in hourly rates except approved travel costs and goods purchased at actual cost.

The initial contract term is one year with four optional one-year renewal periods. Required qualifications include demonstrated experience in landfill operation and maintenance and comprehensive insurance coverage (workers' compensation, general liability, and automobile liability). The contractor must comply with Virginia occupational safety standards. If not a certified small business, the contractor must provide monthly small-business subcontracting compliance reports.

Evaluation criteria are weighted as follows: approach and service delivery capability (35 points), experience and qualifications (35 points), and price (30 points). The Commonwealth reserves the right to negotiate with qualified offerors and select the best proposal. Electronic proposals are submitted through eVA. Questions are due before the October 15 site visit.
