About this opportunity

Flagler County is requesting proposals from qualified, state-licensed adult day care providers to assume full operational, programmatic, and financial responsibility for the David I. Siegel Center, a county-owned facility at 1000 Belle Terre Boulevard in Palm Coast, Florida, with proposals due August 24, 2026, at 2:00 PM and a mandatory pre-bid conference on August 12, 2026, at 10:00 AM.

The David I. Siegel Center is a state-licensed adult day care facility that has operated for 20 years. Respondents must be experienced and state-licensed providers capable of assuming complete operational and administrative control, including programming, staffing, and financial management of the facility.

Respondents must submit financial statements (preferably certified audits of the last available fiscal year) and provide three references from projects of similar magnitude completed within the last three years, excluding Flagler County. The contractor must maintain comprehensive insurance coverage including Commercial General Liability, Workers' Compensation, and policies as detailed in the county's Required Types and Limits of Insurance Chart; all subcontractors and independent contractors must maintain identical coverage.

The initial contract term is three years with options for two subsequent one-year renewals, contingent upon mutual written agreement and Board approval. The County reserves the right to cancel with 30 days' written notice; the contractor may terminate with 90 days' notice. Pricing must remain firm for at least 120 days from solicitation opening. The County will remit full payment on undisputed invoices within 45 days of receipt; interest not to exceed one percent per month accrues on undisputed invoices unpaid beyond the 45-day window.

Local preference does not apply because the project is funded by monies prohibiting such provisions. Questions are due August 14, 2026, at 12:00 PM. The evaluation committee will meet the week of August 31, 2026. Proposals must be submitted through the County's eProcurement Portal at https://procurement.opengov.com/portal/flaglercounty.
