About this opportunity
The Board of Education of Harford County Public Schools (HCPS) is soliciting bids for operation and maintenance of wastewater treatment plants at four school locations, with proposals due September 8, 2026 at 2:30 p.m. This is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with an estimated annual value of approximately $250,000; HCPS does not guarantee a minimum dollar amount.
The contractor must operate and maintain Dynatec Systems MBR treatment plants (up to 30,000 gallons per day each) at Fallston High School, Harford Technical High School, Youth's Benefit Elementary School, and North Harford High School. Scope includes monitoring well sampling, initial start-up and system stabilization, weekend monitoring, operator training, technical assistance as needed, emergency response services, buffer solutions, and ancillary resources. The contractor must visit three of the four plants a minimum of three times weekly, conduct monthly drainfield inspections, provide 24/7 emergency services with 30-minute acknowledgment requirement, and implement remote internet monitoring. Regular service response time is within 24 hours of request. All work must comply with Maryland Department of the Environment permits and approved Operation and Maintenance Plans. HCPS retains responsibility for chemical supply, sludge disposal costs, and laboratory analysis coordination.
The contractor must establish fixed hourly labor rates for daytime service (7:00 a.m. to 4:00 p.m. Monday–Friday during school year; 6:00 a.m. to 4:00 p.m. Monday–Thursday during summer), a separate emergency hourly rate for after-hours service, and a fixed percentage markup on parts, materials, equipment, and subcontracted services. Travel time, mileage, and travel expenses are not reimbursable.
Insurance requirements include $1,000,000 commercial general liability, $1,000,000 business auto liability, workers compensation, and $1,000,000 umbrella liability with HCPS named as additional insured. Award will be made to the lowest responsive and responsible bidder, contingent upon Board of Education approval for contracts exceeding $100,000. Questions were due August 24, 2026. Pre-bid conferences and performance bonds are not required. MBE documentation is not required.
