About this opportunity
The Santa Clara County Parks and Recreation Department is issuing a Request for Information (RFI) for potential operators to manage Fisher Ranch, a 37-acre parcel within Coyote Creek Parkway County Park. The solicitation seeks qualified firms, consultants, or organizations capable of operating, maintaining, and managing the site, with a focus on event-related services including food service, entertainment, and amusement facilities. The County is specifically seeking innovative proposals that are compatible with the site's historic nature, explicitly excluding standard recreational sports amenities like basketball courts, golf courses, and sports fields. Responses to this RFI are non-competitive and non-binding, designed to help the County explore potential management approaches and determine future service capabilities. The RFI was posted on October 12, 2025, with responses due by December 12, 2025, and the County may use the gathered information to prepare a subsequent formal Request for Proposal (RFP). While participation is encouraged, the County does not guarantee a future solicitation process will occur.
The RFI does not specify particular set-aside designations or restrictions on responding organizations, suggesting a broad range of public and private entities may submit information. No incumbent vendors are mentioned, and the document provides minimal details about potential contract value or budget ranges. The site includes existing infrastructure within the 37-acre parcel, though specific details about current facilities are not extensively outlined. The County emphasizes that proposed uses must align with the site's historic character and local land use regulations. Potential respondents should be prepared to demonstrate their capability to manage a multi-use site with potential for events, food service, and entertainment while maintaining the property's historic integrity. The ultimate goal is to identify a manager who can effectively operate and maintain Fisher Ranch in a manner consistent with the County's vision for the Coyote Creek Parkway location.
Opportunity text
The County of Santa Clara Parks and Recreation Department ("County") seeks to gather information from qualified firms/consultants/organizations to operate, maintain and manage Fisher Ranch in Coyote Creek Parkway County Park. This facility has been managed under a concessionaire contract for events, including food service, entertainment services, and amusement facilities. The County is interested in receiving information from potential future managers of the site, including similar or new uses compliant with local land use and permitting. The subject area consists of an approximately 37-acre portion of a County-owned parcel (Assessor's Parcel Number 725-15-008) within Coyote Creek Parkway. Property maps are included in this document for reference. The purpose of this Request for Information (RFI) is to solicit suggestions, ideas, or potential approaches (on a non-competitive and non-binding basis) to determine interest of responders in providing services appropriate to this site and location. The County is providing this process to give public or private entities (each, a "Responder") an opportunity to inform the County of Responders' interest and capabilities to perform the desired services in accordance with the County's requirements. While the County is encouraging innovative proposals, the County will not consider proposals for general recreational sports amenities or facilities such as basketball courts, golf courses, pickle ball or tennis courts, soccer field, etc., that are not compatible uses with the historic nature of the site. Information obtained from this RFI may be used to determine the feasibility and options available to the County, clarify the County's desired approach, and provide a basis for preparing a formal solicitation process through a Request for Proposal (RFP). Regardless of the response to the RFI there is no guarantee of a subsequent formal solicitation process. The County may elect to issue a formal RFP based on the information received from a single Responder or a combination of information received from multiple Responders, or it may not elect to issue a formal RFP. Based on the information received, the County may elect to proceed with a Sole/Single Source recommendation to the Board of Supervisors. The County invites qualified Responders to submit information ("Responses"). The Request for information will be released October 6, 2025 with deadline for submission of Information of December 5, 2025, 4:00 PM PST.
