About this opportunity
The City of Milpitas Purchasing Division is requesting proposals for water and wastewater rate study and annual Proposition 218 true-up analysis services, with proposals due December 2, 2026 at 12:00 p.m. Pacific Time. Questions are due November 4, 2026.
The scope encompasses a Proposition 218 cost of service and rate study establishing water and sewer rates for fiscal years 2028-29 through 2032-33, together with annual true-up analysis support following each fiscal year close. Proposers must demonstrate at least five years of experience with similar services and provide evidence of preparing a minimum of three water rate studies and three wastewater rate studies for California local agencies within the past five years. The City requires proof of current California Secretary of State registration and good standing, a Milpitas business license, valid W-9 documentation, certificates of insurance, and workers' compensation certification. All required submittal forms—including nondiscrimination certificates, wage theft certifications, and non-collusion declarations—must be completed.
The contract term runs from March 1, 2027 through December 31, 2034. The first contract year spans approximately 16 months (March 1, 2027 through June 30, 2028), followed by five standard 12-month contract years and a final 18-month contract year. No option years are included.
Cost proposals must be comprehensive and include all professional labor, management, overhead, expenses, and profit. Pricing evaluation uses a mathematical formula: the lowest-priced proposal receives the maximum points, with other proposals scored pro rata based on the total base bid for the seven-year term.
Evaluation weighting is compliance with RFP requirements (10%), firm and program team qualifications (20%), qualifications and experience (25%), project workplan and scope of services (25%), references (10%), and cost proposal (10%). Proposals must be submitted electronically through OpenGov at https://procurement.opengov.com/portal/milpitas-ca. The anticipated contract commencement date is March 1, 2027.
