About this opportunity
The City of Plant City in Hillsborough County, Florida, is seeking a contractor for a Traffic Signal Cabinet Upgrade Installation project through an Invitation for Bids (IFB). The procurement involves the comprehensive installation of seventeen (17) TS2 Type 6 traffic signal cabinets with piggy back UPS at various intersections throughout the city. Contractors must perform complete cabinet replacements, which include removing existing NITS cabinets, installing new TS2 cabinets, transferring existing equipment such as controllers, MMUs, power supplies, EVP systems, ITS switches, fiber patch panels, and batteries. Bidders are required to have a minimum of five years of experience in traffic signalization and must provide professional references for similar projects. The bid submission deadline is August 14, 2025, at 2:00 pm, with a contract performance timeline of 90 days from the Notice to Proceed and work expected to commence within 30 days after that notice. Liquidated damages of $520 per day will be assessed for unexcused delays in substantial completion, and $260 per day for delays in final completion.
The procurement does not explicitly designate specific set-asides for disadvantaged enterprises, but it does include a local preference policy that may provide a 1.5% advantage to qualifying local bidders, with a maximum differential of $2,500. Contractors must meet comprehensive insurance requirements, including $1,000,000 in comprehensive general liability insurance and $500,000 in commercial automobile liability insurance. Additional legal compliance requirements include E-Verify participation, drug-free workplace standards, and specific affidavits related to public entity crimes, immigration laws, and human trafficking. The contract includes cooperative procurement agreements that allow other public entities in Hillsborough County to potentially utilize the same contract terms. While a specific award value is not disclosed, the contract will be funded through municipal resources, with payments made within 30 days after invoice receipt upon final project completion. Bidders must also provide a payment and performance bond as part of the contract requirements.
