About this opportunity
Commonwealth University of Pennsylvania has issued a Request for Proposal (RFP 1232024) for Open-End Contracts for Professional Services across its campuses in Bloomsburg, Lock Haven, Clearfield, and Mansfield. The procurement seeks architectural, mechanical, electrical, plumbing (MEP), site civil, and structural design professional services for construction, demolition, repair, renovation, alteration, and infrastructure analysis of campus buildings and landscapes. Required services encompass comprehensive project management including planning, feasibility studies, design, bid document preparation, construction administration, and project closeout, adhering to PA State System of Higher Education policies. A mandatory pre-proposal conference is scheduled for Wednesday, September 25, 2024, at 1:00 p.m. in Bloomsburg University's Arts and Admin Building, Room 185, which will include a campus walk-through. Electronic proposals must be submitted through PASSHE's ARIBA Sourcepoint by 1:00 PM EDT on October 11, 2024. Interested bidders must register on the ARIBA Sourcepoint platform at http://seller.ariba.com to access solicitation documents and submit proposals.
The university specifically encourages responses from small diverse businesses and firms that have not previously worked with Commonwealth University or the Pennsylvania State System of Higher Education. Joint ventures are welcomed to enable broader participation in professional services contracts. Firms currently holding existing architectural or engineering open-end contracts with PASSHE for ARCH-2023 and ENG-2023 are explicitly ineligible to participate in this RFP. While specific budget ranges are not detailed, the comprehensive nature of the contract suggests significant potential project value across multiple campuses. The procurement process emphasizes supplier confidentiality and streamlined procurement through the ARIBA Sourcepoint platform, which provides secure bid submission and management. Although the RFP does not specify precise set-aside percentages for disadvantaged enterprises, the language indicates a preference for diverse and previously underrepresented businesses in the contract opportunities.
