About this opportunity
The Missouri Department of Transportation – St. Louis is requesting bids on an Open Cell Foam Joint System under an IFB, with responses due November 6, 2026 at 4:00 a.m. UTC and bid opening on October 23, 2026 at 3:00 a.m. UTC. This is a blanket purchase agreement structured to support cooperative procurement, enabling Missouri counties, cities, and special road districts to purchase at negotiated prices; however, MoDOT will not issue purchase orders, accept delivery, or make payment for items ordered by these entities.
The scope comprises a complete joint system with cellular polyurethane foam impregnated with 100% hydrophobic polymer, field-applied epoxy adhesive primer, and field-applied silicone sealant bands — all components must be supplied by a single manufacturer. The system must demonstrate a working range of 50% in tension and 50% in compression, service temperature range from −40°F to 185°F, ASTM C 711 certification, no bleeding at 180°F under 50% compression for 3 hours, ASTM G 155 UV resistance with no changes after 2000 hours, epoxy adhesive meeting ASTM C 881 (100% solids, two-component moisture-sensitive modified epoxy), and silicone sealant conforming to ASTM D 5893 (one-part, cold-applied chemically curing). Vendors must supply eight size configurations ranging from 1/2" × 2 1/2" through 4" × 3 1/2".
The contract period runs from Date of Award through October 31, 2027, with two optional one-year extensions at MoDOT's sole discretion. Pricing must include all packing, handling, and shipping charges FOB destination, freight prepaid, and remain valid for 90 days from bid opening. No price increases are permitted during the first six months of the contract period or renewal periods.
Vendors must register in MissouriBUYS (Powered by MOVERS) and comply with Missouri's Domestic Products Procurement Act, providing certification that products are manufactured or produced in the United States or imported under qualifying treaties. A 10% preference applies to American-made goods. The solicitation encourages MBE and WBE participation and includes an SDV preference designation. Responses must be submitted electronically through MissouriBUYS or via sealed hard copy delivery.
