This procurement targets the replacement of an estimated 20-year-old centralized life safety and fire alarm management system with modern workstations designed for rapid fire detection and monitoring of smoke, duct, and heat detectors across four primary locations: State Capitol Building (200 E Colfax, RM 078, Denver), Legislative Services Building (200 E 14th Ave., RM B112, Denver), Pierce St. Building (1881 Pierce St, Lakewood), and Human Services Building (1575 Sherman St, Denver), with interface capabilities to eight additional state facilities. Respondents must submit a complete technical proposal including hardware lists, software specifications, detailed training documentation and services, warranty information, and a cost proposal utilizing the provided Exhibit B pricing sheet, along with a W-9 form. Required deliverables encompass newly manufactured current model hardware, ONYXWorks software licensing for a five-year period, installation services and materials, certification and training, operations and maintenance manuals, as-built documentation, and multi-year warranties. The State will award the contract to the responsible respondent whose acceptable quote is deemed most advantageous, with price being the primary evaluation criterion. Written inquiries must be submitted by 3:00 PM Mountain Daylight Time on Monday, April 13, 2026, with responses published by April 14, 2026; all quotes must be submitted via email by 4:00 PM MDT on Wednesday, April 15, 2026; award selection and notification is estimated for Monday, April 20, 2026, with a desired contract start date of Friday, April 24, 2026, and an anticipated contract term through June 30, 2026.
Respondents must comply with accessibility requirements under Colorado law and Web Content Accessibility Guidelines (WCAG) Level AA standards, obtain all necessary permits and licenses, and provide comprehensive training and documentation. Service Disabled Veteran Owned Small Businesses must submit U.S. Small Business Administration certification documentation as part of their proposal. No incumbent vendors or current contractor information has been identified in the solicitation materials. The proposed pricing must remain firm throughout the initial term and must not exceed $250,000.00, with pricing required to include all delivery, shipping, and installation fees along with a detailed breakdown of labor, personnel, equipment, and materials. The State reserves the right to cancel the solicitation or reject any or all quotes at its discretion without penalty.
