About this opportunity
The California Department of State Hospitals (DSH) - Patton has issued an Invitation for Bid (IFB) for on/off-site sleep medicine services, seeking a contractor to provide comprehensive diagnostic sleep medicine evaluations. The procurement solicits a qualified medical provider to record, interpret, and report sleep disorder diagnostics on an as-needed basis, with services to be delivered both on and off-site at the Patton facility. Contractors must provide all necessary materials, equipment, transportation, licenses, permits, insurance, and personnel to support the DSH medical staff in delivering high-quality medical care. Qualified bidders must be a medical corporation, individual physician licensed in California, physician-owned entity, or a qualifying entity under Business and Professions Code section 2401. Key personnel requirements include physicians who are board certified in pulmonology, neurology, or otolaryngology, with specific sleep medicine certifications, and technicians holding appropriate sleep study credentials. The procurement timeline includes a bidder conference request deadline of February 26, 2016, questions due by March 3, 2016, and final bid submissions due on March 7, 2016, with an anticipated contract period from July 1, 2016, through June 30, 2018.
The IFB includes provisions for small business preference and Disabled Veteran Business Enterprise (DVBE) incentives, potentially creating opportunities for these designated business types. Compensation will be structured based on Medicare Fee Schedule rates, with contractors bidding a percentage of the established Medicare rate for both on-site and off-site services. Insurance requirements are comprehensive, mandating commercial general liability coverage of $1 million per occurrence and $2 million aggregate, professional liability insurance of $1 million per claim and $2 million aggregate, and standard workers' compensation coverage. While no incumbent vendor is specifically mentioned, the procurement suggests the services are currently being sought through a competitive bidding process. The contract appears focused on San Bernardino County, specifically serving the Patton State Hospital facility. Though exact budget ranges are not specified, the compensation methodology tied to Medicare rates and the two-year contract duration indicate a potentially substantial procurement opportunity for qualified sleep medicine service providers.
