About this opportunity
The State of Kansas, Department of Administration, Office of Procurement and Contracts, is requesting proposals for an Online Marketplace Services solution to serve as a cooperative purchasing vehicle for State agencies and eligible participating public agencies, with proposals due August 21, 2026.
The marketplace platform must facilitate purchases of products and services across State agencies, local governments, educational institutions, and other authorized public entities through a centralized digital platform. The scope encompasses twelve product categories with 157 total line items: Maintenance, Repair, and Operations Supplies; Breakroom and Facilities Supplies; Office Supplies and Accessories; Arts, Crafts, and Educational Supplies; Books, Media, and Curriculum; Apparel and Uniforms; Automotive and Fleet Supplies; Medical and First Aid Supplies; Recreation and Athletic Supplies; Food Service Equipment and Supplies; Information Technology Products and Peripherals; and Office Furniture (Basic). Offerors may bid all categories or a subset thereof and must complete every line item within each category pursued. Each category is evaluated independently with no combined grand total, and offerors are compared only against other offerors bidding the same category.
Pricing must reflect each offeror's catalog or platform price as of a snapshot date no earlier than fourteen calendar days prior to the proposal submission deadline, with all applicable discounts applied. The Net Unit Price includes all discounts but excludes applicable taxes, cooperative administrative fees, and separately disclosed subscription or platform membership fees. Target monthly subtotal ranges for State reference vary from $1,000–$1,800 for Recreation and Athletic Supplies to $7,000–$10,000 for Information Technology Products. Offerors must certify platform capability to support account-level category, item, and third-party seller restrictions. The State and Cooperative reserve the right to conduct post-award price audits throughout the contract term to compare quoted basket prices against actual platform prices.
Bidders must demonstrate experience with comparable e-procurement platforms, technical infrastructure capabilities, system security and compliance standards, and the ability to support multiple concurrent users across various government entities.
