EVT0010883 - Bid Amendment 6 Modifications Summary

This is a bid amendment document issued by the Kansas Department of Administration, Office of Procurement and Contracts, for an Online Marketplace Services solicitation (Event Number EVT0010883). Amendment 6, dated September 21, 2026, modifies three key aspects of the original request for proposals. The amendment revises the contract period from the original terms to a duration extending from the date of final signature through five years, with an option to renew for one additional five-year period. The closing date for bid submission is October 29, 2026, at 2:00 PM CST, and Justin Hubbard (785-296-6271) serves as the procurement officer. A signed copy of the amendment must be submitted with all bid responses.

The amendment adds or clarifies three substantive requirements for vendors. First, Section 1.4.3 has been expanded to establish mandatory Category Restriction and Blocking functionality, requiring the platform to allow the State and participating public agencies to restrict or block specific product categories, sub-categories, individual products, or third-party sellers at no additional cost. Implementation of requested restrictions must occur within five business days of request with written confirmation, and restrictions identified during account onboarding must be in place before activation. Vendors whose platforms do not yet provide this functionality may be found responsive if they demonstrate the capability is under development and provide timelines for availability. Second, the amendment introduces Vendor Refresh language, which permits the State to re-release the RFP throughout the contract period to refresh the vendor pool; however, no refreshes will occur during the first twelve months following award, and incumbent vendors are not required to resubmit but may update their proposals at subsequent releases.

EVT0010883 – Amendment 6

Online Marketplace Services

1.4.3 Purchasing Controls and Governance

[M] Category Restriction / Blocking. The platform must allow the State and each PPA to restrict or block the availability of specific product categories, sub-categories, individual products, or third-party sellers within their account, in order to enforce compliance with mandatory contracts, internal policy restrictions, or other procurement requirements. This requirement is mandatory as to outcome; the mechanism of configuration may vary. Where restrictions are implemented by the Contractor on a PPA's behalf rather than configured directly by the PPA administrator, the Contractor must implement a requested restriction within five [5] business days of the request, confirm implementation in writing, and maintain the restriction until the requesting PPA directs its removal. Restrictions identified during a PPA's onboarding must be in place before the PPA's account is activated. In all cases, this functionality must be available at no additional cost beyond the contract pricing described in the Offeror's cost proposal. Offerors must describe the granularity at which restrictions can be applied (e.g., category, sub-category, brand, seller, individual SKU), the method by which restrictions are configured, and any limitations on this capability.

An Offeror whose platform does not yet provide this functionality may be found responsive if the Offeror can demonstrate that it is developing the capability and provides narrative that describes 1) what, if any, restriction/blocking capabilities the platform has today, who configures it, any limitations, and how long a restriction takes to implement upon request, 2) the restriction/blocking capabilities the Offeror is currently developing, and 3) an estimate as to when the Offeror expects the capability to be available (incremental availability is acceptable, e.g. basic category restriction/blocking functionality available initially, followed by sub-category and brand-level restriction/blocking functionality within an estimated timeframe after that, followed by self-service restriction/blocking functionality, etc.).

An Offeror invited to demonstrate its platform under Section 3.6 must show any existing restriction functionality it currently has and/or describe what it is developing as part of the demonstration.

VENDOR REFRESH: At the State’s option, re-release of this RFP may be done in order to "refresh" the pool of vendors providing services under the contracts awarded from this RFP. This will allow for a more comprehensive up-to-date pool of available vendors to meet the needs of the agencies. To this end, please be advised that this Request for Proposal may be re-released, at the State’s discretion, throughout the contract period.

NOTE: For the first twelve (12) months after award there will be no vendor refresh. After the first year, refreshes will be conducted at the State's discretion.

**** Current contract vendors selected during either the initial solicitation, or subsequent solicitations, will not be required to resubmit proposals to subsequent releases; however, vendors may update their original response at the time of re-release if changes have occurred. ****
