About this file

This is Bid Amendment 5 to a Request for Proposal issued by the Kansas Department of Administration, Office of Procurement and Contracts, for Online Marketplace Services to be used as a cooperative purchasing vehicle by State agencies and eligible participating public agencies. The amendment, dated September 21, 2026, addresses clarifications and procedural updates for vendors submitting proposals for this indefinite quantity contract. The original proposal closing date is October 29, 2026, at 2:00 PM CST, with a third round of bidder questions due by October 5, 2026. The State declined a request to extend the proposal deadline to November 20, 2026, confirming that any modifications to the RFP will be issued as formal addenda. The marketplace platform must support twelve product categories with 157 total line items across maintenance, office supplies, IT products, office furniture, and other specified categories.

The State estimates potential annual volume under this contract between $15 million and $60 million based on current State spending and estimated demand from participating agencies, with additional volume possible from out-of-state Public Purchasing Agencies (PPAs) utilizing the cooperative. This is an indefinite quantity contract with no guaranteed minimum volume. Vendors may submit proposals electronically via email or through the E-Bids portal, with submission of two separate files required: a Technical Proposal and a Cost Proposal, each properly named and formatted in Microsoft Word, Excel, or searchable PDF. Pricing must reflect each vendor's catalog or platform price as of a snapshot date no earlier than fourteen calendar days prior to submission, with all applicable discounts included in the Net Unit Price while excluding taxes, cooperative administrative fees, and separately disclosed subscription or platform membership fees. All bidders must include a signed copy of Amendment 5 with their bid response and acknowledge understanding of the addendum terms.

Questions and Answers

Q1: Can the State provide any estimate of annual spend volume across State agencies and known interested PPAs? This is critical information for leadership to allocate resources to a response.

A1: The State estimates potential annual volume under this contract at between $15 million and $60 million based on current State spend and estimated demand from Kansas participating agencies.

Cooperative use by PPAs outside Kansas may increase this volume. This estimate is for planning purposes only. This is an Indefinite Quantity Contract and the State guarantees no minimum volume (Section 4.36).

Q2: Will the State extend the due date for proposals to November 20, 2026 and adjust the Q&A period accordingly? Additional time is required to ensure a viable solution that truly delivers value to customers.

A2: Any modifications to this RFP will be in the form of an addenda. It shall be the vendor's responsibility to monitor this website on a regular basis for any changes/addenda.

Q3: "Proposals Electronically” only covers instructions for email submission. We are interested in submitting electronically via E-Bids. Can you please provide instructions for this process?"

A3: In addition to section 3.22 Submission of Proposals Electronically and 3.23 Submission of Proposals via Courier Services, bidders may submit proposals electronically through E-Bids. A navigation tutorial for E-Bids submission is provided in the bid package as an attachment. Any questions regarding the E-Bids submission process may be directed to the procurement officer on the cover page of this document via email.

Bid proposals (two (2) files) submitted via E-bids will include the following action items:

• A Technical Proposal, including all in one file; the Signature Sheet, Signed Forms, applicable literature, and other supporting documents, in Microsoft® Word, Excel or searchable PDF®.

• A Cost Proposal, in Microsoft® Word, Excel or searchable PDF®.

• The technical proposal file must be named “EVT0010883 - Company Name - Technical

Proposal” and the cost proposal file must be named “EVT0010883 - Company Name - Cost Proposal”.

• Once the bid has been submitted, vendors must send an email to procurement officer’s email stating that their proposal has been submitted. In the subject line of email the vendor will put the following:

EV0010883 – Online Marketplace Services – Vendor Name – E-Bids Submission.
