About this file

This is a Bid Amendment document issued by the Kansas Department of Administration, Office of Procurement and Contracts, for an Online Marketplace Services contract (Event Number EVT0010883). Amendment Number 4 extends the bid closing date from September 22, 2026, at 2:00 PM CST to October 29, 2026, at 2:00 PM CST. The underlying solicitation seeks proposals for an online marketplace platform to serve as a cooperative purchasing vehicle for State agencies and eligible participating public agencies, including local governments, educational institutions, and other authorized public entities. The marketplace must facilitate purchases across twelve product categories encompassing 157 total line items, including Maintenance and Repair Supplies, Office Supplies, Apparel and Uniforms, Automotive Supplies, Medical and First Aid Supplies, Recreation and Athletic Supplies, Food Service Equipment, Information Technology Products, and Office Furniture. Offerors may bid all categories or a subset thereof and will be evaluated independently by category with no combined grand total comparison. Procurement Officer Justin Hubbard manages the solicitation and can be reached at 785-296-6271 or justin.hubbard@ks.gov.

Pricing must reflect each offeror's catalog or platform price as of a snapshot date no earlier than fourteen calendar days prior to the proposal submission deadline, with all applicable discounts applied. The Net Unit Price includes all discounts but excludes applicable taxes, cooperative administrative fees, and separately disclosed subscription or platform membership fees. Target monthly subtotal ranges for State reference vary from $1,000 to $1,800 for Recreation and Athletic Supplies to $7,000 to $10,000 for Information Technology Products. Offerors must certify platform capability to support account-level category, item, and third-party seller restrictions and demonstrate experience with comparable e-procurement platforms, technical infrastructure capabilities, system security and compliance standards, and the ability to support multiple concurrent users across various government entities. The State and Cooperative reserve the right to conduct post-award price audits throughout the contract term to compare quoted basket prices against actual platform prices. A signed copy of this Amendment must be submitted with the bid response, and vendors are responsible for monitoring the procurement website for any additional changes or addenda.
