About this file
This is a vendor instruction document issued by the State of Kansas, Department of Administration, Office of Procurement and Contracts, providing guidance for submitting bids through the e-Bids Platform for state and local contract opportunities. The document outlines the complete registration and submission process for vendors participating in the State of Kansas e-procurement system. Vendors must first register with the e-Supplier Portal by providing their federal identification number (FEIN) to the assigned Procurement Officer, who will verify registration status and provide necessary credentials including a login ID, password, 10-digit registration number, and 10-digit bidder number. Once registered, vendors navigate to the e-Supplier Portal through the Kansas administrative website, locate their specific bid event using the Event Number filter, and accept the invitation to bid. The submission process requires vendors to download all bid package documents, answer required questions, and save their bid information for later completion.
The document specifies that vendors must attach signed forms to corresponding questions within the e-Supplier system, enter a bid quantity of "1" in the designated field, insert their project cost or item price in the Unit Bid Price box, and save their submission for later completion. Vendors are instructed to name their Technical and Cost Proposal files according to Section 2.1 of the Bid Documents file. Upon completion of both proposals, vendors log back into the system, attach all required documents through the "Add Attachment" feature, and click the Submit button to finalize their bid submission. The system provides confirmation of successful submission; if confirmation is not received, vendors must contact the Procurement Officer using contact information provided in Section 1.2 of the Bid Documents file. For password resets or additional registration assistance, vendors may call the Kansas e-procurement support line at 785.368.8000, Option 2.
