About this opportunity
Napa County Treasurer-Tax Collector is requesting proposals for online auction services related to tax sales on tax-defaulted properties on an as-needed basis, with proposals due August 12, 2026 at 5:00 p.m. and questions due July 29, 2026. The County maintains a local-vendor preference favoring vendors with billing addresses in Napa County when qualifications are otherwise equal.
The scope includes a website platform for auction and advertising of tax-defaulted properties under California Revenue and Taxation Code, with auctions anticipated at least once every two years involving 50–100 parcels per auction and re-offer sales occurring 60–90 days after the original sale. The vendor must collect and refund bidder deposits, handle deed information collection, provide bidder notifications, establish auction parameters at Treasurer-Tax Collector direction, and maintain surety bonds required by the State of California. The platform must deliver SSL 3.0 or TLS encryption, 99.99% system availability for SaaS solutions, and comply with Payment Card Industry (PCI) Data Security Standards, Americans with Disabilities Act, and Web Content Accessibility Guidelines 2.1 Level AA. Napa County's PCI Governance Policy requires the vendor to complete annual PCI-DSS training, prohibits transmission of payment card data via email or fax, mandates monthly device inspections, and requires PCI-DSS Compliance Officer approval of all merchant accounts and payment processing software.
The contract term is five years commencing September 16, 2026 through September 14, 2031. Compensation will be determined through contract negotiation based on capability and affordability of proposals, with funding directly assessed to successful bidders. The vendor must accept Napa County's standard Professional Services Agreement or provide detailed exceptions; the agreement requires general liability, professional/technology liability, comprehensive automobile liability, and cyber liability insurance of not less than $2,000,000 each, and allows County suspension of services for up to 60 days with 10 days' notice. Notice of intent to award is expected September 1, 2026. Responses may be selected for best and final offers during evaluation.
