About this opportunity
The Texas Education Agency is requesting offers for OneSystem, a centralized digital platform consolidating grant management, strategic planning, and performance monitoring for Texas public school districts and TEA staff, with responses due August 21, 2026 at 2:00 p.m. Central Time under RFO 701-26-021.
OneSystem comprises three integrated components: OneApp (unified grant management including application setup, review, competitive scoring, awards, and close-out); OnePlan (consolidated district and campus improvement plans and needs assessments); and Performance Management (compliance tracking, program metrics, and goal attainment monitoring). The vendor must deliver a production-ready, scalable, enterprise-grade system emphasizing commercial-off-the-shelf or low-code configuration over custom development, with all configurations remaining upgrade-safe and vendor-supported. The scope includes data migration from legacy systems (eGrants, CEMS, TGIF, Alfresco), integration with external systems (Planning for Learning, Texas Education Exchange), knowledge transfer and training to TEA staff for independent operation, post-launch stabilization support with defined service-level agreements, and compliance with State Auditor's Office and Legislative Budget Board audit and inspection requirements. All deliverables must be created and stored in TEA-managed systems; vendor staff onsite will operate as TEA contractors using TEA-provided email and Microsoft 365 tools.
The contract term is three state fiscal years commencing from contract execution, anticipated to begin in November 2026. TEA may award one contract and reserves the right not to award. Vendors must submit a detailed Task, Activity, Deliverable, and Budget Plan with specific pricing tied to each task, subtask, and deliverable for each fiscal year; TEA will not accept separate indirect cost rate calculations and will establish monthly invoicing aligned to completion and acceptance of deliverables. Payment is contingent upon satisfactory completion and TEA acceptance, with no payments authorized for work performed prior to contract execution. The solicitation is subject to WCAG 2.2 AA accessibility standards, OWASP security standards, Texas RAMP certification, and cybersecurity compliance. A pre-proposal meeting is scheduled for July 29, 2026, with written questions also due July 29, 2026. All addendums, questions, and announcements will be provided through the Euna Procurement (Bonfire) platform at the TEA Bonfire Hub.
