About this opportunity

The State of Maine Health & Environmental Labs is requesting bids for laboratory vials and bottles under a one-year contract with bids due June 6, 2011 at 2:00 p.m. local time. In cases of tie bids, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine.

The scope covers approximately 25 distinct products including clear and amber glass vials (2 mL to 950 mL), polypropylene specimen containers, and HDPE bottles with specialized closures such as Teflon-lined caps, silicone septa, and crimp seals, with precleaning certifications and chemical preservatives for analytical testing and specimen collection. Bidders must complete and submit a detailed pricing spreadsheet for each item on a unit basis delivered to destination. Alternate commodities are permitted if bidders provide complete identification and descriptive literature; omission of such documentation constitutes an offer to supply as specified.

The estimated annual contract value is approximately $30,969.07 based on the agency's fiscal year 2011 spending; actual contract value will reflect only quantities ordered during the contract period. The State is exempt from Federal and Maine State sales and use taxes. All transportation charges, including freight and express costs, are prepaid by the contractor and included in pricing; no fuel surcharges are permitted. Pricing must remain firm throughout the contract period. The contractor must accept the State of Maine Procurement Card (Mastercard) as a form of payment without applying surcharges.

Orders of $5,000 or less are emailed directly to vendors as PDFs; larger orders route through the Division of Purchases for approval. The Division reserves the right to cancel with thirty days' written notice or immediately upon contractor default, and may increase or decrease quantities by up to 10%. Delivery must meet applicable Federal, State, and local laws; hazardous chemicals must include current material safety data sheets as required by Maine law.
