About this opportunity
The Missouri Department of Transportation (MoDOT), specifically its St. Louis District, is seeking qualified vendors to provide a one-time purchase of two specialized aerial devices through an Invitation for Bid (IFB). The procurement involves acquiring one Versalift Model SST40EIH aerial device with a steel body mounted on a 2022 Ford F-550 chassis and one Versalift VST-47-FB non-insulated telescopic articulating aerial platform lift with a 51'4" working height and 30'9" horizontal reach. The devices must be delivered to the MoDOT facility at 2309 Barrett Station Road, Ballwin, MO 63021 by May 2, 2022. Bids will be accepted electronically through MissouriBUYS or by mail, with hard copy submissions requiring five days advance notice to the buyer. The solicitation's bid closing date is December 14, 2021, at 2:00 PM CST. The contract will be awarded using a comprehensive evaluation methodology that allocates 45 points to pricing, 25 points to aerial options and features, and 35 points to the availability and proximity of dealer parts and service, emphasizing a "lowest and best" bid approach rather than solely selecting the lowest-priced proposal.
The procurement encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific participation goals of 10% MBE and 5% WBE. Vendors must comply with the Buy American Act requirements for purchases over $25,000, which provides a 10% price preference for goods manufactured or produced in the United States. Additional compliance requirements include completing Exhibit N (Buy America Form) and Exhibit M (Anti-Discrimination Against Israel Act Certification). While no specific budget range was explicitly stated, the solicitation suggests this is a targeted procurement for specialized equipment with precise specifications. The contract terms include Net 30 days payment, FOB destination pricing, and a requirement that all equipment be new and of current production. Vendors must also adhere to Missouri's biodiesel fuel requirements, utilizing B-20 fuel, and standard equipment warranties will apply except for issues directly attributed to B-20 fuel use.
