The equipment must be a heavy-duty, diesel-powered machine designed for extreme service conditions and equipped with integral hydraulic quick couplers to operate a loading bucket and snow blower, a hydraulically operated dump with 16 cubic feet capacity, and an auxiliary high-flow hydraulic pump system.

Core specifications include a minimum 56 Net H.P. turbocharged diesel engine, 12-volt electrical system with 45-amp alternator minimum, heavy-duty cooling system rated for –30 degrees, full-time four-wheel drive with two- or four-wheel steering capability, fully enclosed ROPS/FOPS cab with factory air conditioning, maximum 84 inches height and 155 inches length, 4,900 pounds operating weight, and a loading bucket with minimum 68 inches width and 11 cubic feet capacity. All materials must be new, meeting or exceeding manufacturer's current or 2007 listed stock models.

The successful bidder must demonstrate prompt parts and service support capability with 95 percent parts availability within 48 hours of order and expendable items within 24 hours, and must maintain or have access to parts inventory within Maine. Bidders must submit a complete parts list with manufacturer part numbers and operator's, repair, maintenance, and parts manuals prior to delivery. The manufacturer must provide one day of training on the machine and all attachments at no additional cost. Optional accessories, including a snow blower with minimum 66-inch cutting width, shall be priced separately.

All bids must exclude Maine State Sales and Use Taxes and Federal Taxes. The State reserves the right to reject any or all bids, waive formalities and technicalities, and award to the lowest responsible bidder offering the best value, with preference to in-state bidders or those offering Maine-manufactured commodities in case of tie bids. Delivery must be to Maine DOT Fleet Service in Augusta with all transportation charges prepaid by the contractor.
