About this opportunity
The Iowa Department of Human Services, Juvenile Court Services, and the Scott County Decategorization Board are seeking proposals to provide the Boys Town's On the Way Home (OTWH) program in the 7th Judicial District. OTWH is a 12-14 month, evidence-based, aftercare program that provides family and school-centered services for at-risk youth returning to their homes, schools, and communities following a stay in out-of-home care. The primary objectives are to facilitate successful reunification, reduce recidivism, increase school engagement, sustain academic success, provide family support, and prepare youth for post-secondary education or employment. The contract will have an initial 5-month term with the ability to extend for 5 additional 1-year terms. Proposals are due by November 30, 2023, and the anticipated contract start date is February 1, 2024. The contract will be reimbursed monthly at a fee not to exceed $170,715 for the first year, $200,000 for the second year with a 3% increase for subsequent years, for a total life term amount not to exceed $1,232,541 including any extension years. Payment is contingent on meeting performance measures, and the Department may reduce monthly expenditures by 10% if performance measures are not met.
The procurement does not specify any set-asides or incumbents. Bidders will be required to provide a detailed project budget, including direct and indirect expenses, funding sources, and any necessary training or licensing fees. Interested organizations must demonstrate experience and qualifications in providing the OTWH program or similar evidence-based, family and school-centered services for at-risk youth. The evaluation criteria will likely focus on the bidder's understanding of the program objectives, proposed implementation approach, past performance, and ability to meet the stated performance measures.
