About this opportunity
The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are seeking qualified organizations to provide On the Job Training Supportive Services for building career opportunities in the heavy highway industry. The Request for Proposals (RFP) aims to increase participation of minorities, women, and disadvantaged individuals in Federal-aid highway projects through comprehensive training and support services. Specific deliverables include recruiting and enrolling 30 new participants, providing construction skills training, high school equivalency preparation, industry certifications (such as OSHA-10, CPR/First Aid, and Commercial Driver's License), work readiness development, and job placement services. Evaluation criteria include vendor experience (25 points), method of performance (20 points), references (12 points), in-kind contributions (15 points), partnerships/collaboration (18 points), and past placement success (10 points). The proposal submission deadline is November 29, 2021 at 2:00 PM Central Time, with the contract period running from January 1, 2022 through December 31, 2022.
The RFP encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with participation goals of 10% MBE and 5% WBE. Vendors must demonstrate partnerships with labor organizations, unions, contractors, and community organizations. The total funding available is $140,671, with separate awards of $46,890.34 for the St. Louis area, $46,890.33 for the Kansas City area, and $46,890.33 for outstate areas. Successful vendors must maintain specific insurance coverage, including $3 million in general liability and automobile liability coverage. The funding comes from the Federal Highway Administration (FHWA), and MoDOT highly encourages proposers to provide additional in-kind contributions and cash match funding, which will earn additional points in the evaluation process. The program ultimately aims to place at least 60% of graduates with heavy highway employers, with a goal of achieving a 90% graduation rate for enrolled participants.
