About this opportunity
The Missouri Department of Transportation (MoDOT) is issuing a Request for Proposals (RFP) for On-the-Job Training (OJT) Supportive Services to build career opportunities in the heavy highway construction industry, specifically targeting the St. Louis area. The RFP seeks qualified organizations to provide comprehensive training and support services for 38 individuals, including 30 new participants and 8 previous graduates. Required services include construction skills training, work maturity skills, computer skills, financial management, High School Equivalency (HSE) preparation, industry certifications such as OSHA-10 and CDL, job readiness programs, placement assistance, and retention services. The proposal submission deadline is December 10, 2019, at 2:00 PM CST, with MoDOT planning to select organizations by November 1, 2019, for a contract period from January 1, 2020, to December 31, 2020. Proposals will be evaluated based on several criteria: experience (25 points), method of performance (20 points), references (12 points), in-kind contributions (15 points), partnerships (18 points), and past placement success (10 points).
The program encourages participation from minority business enterprises (MBE) and women business enterprises (WBE), with specific targets of 10% MBE and 5% WBE participation. The geographic focus is within a 30-mile radius of St. Louis, specifically targeting females, minorities, and economically disadvantaged individuals who are underrepresented in the heavy highway construction field. The total budget for this RFP is $139,535, which includes $134,535 from Federal Highway Administration (FHWA) FY2018 funds and $12,000 in MoDOT in-kind contributions. Budget allocations include staff personnel/fringe costs ($40,300), student personnel/fringe ($7,700), travel expenses ($10,535), administrative costs ($14,000), tools and safety equipment ($4,400), student supplies ($36,000), and placement/retention services ($21,600). Bidders must provide proof of general liability insurance ($3M), automobile liability insurance ($3M), and workers compensation coverage. MoDOT intends to make two contract awards, evenly split between providers, with the goal of achieving a 100% graduation rate and 60% placement rate with heavy highway employers.
