About this opportunity
The Texas Health and Human Services Commission is requesting bids for on-site total intravenous anesthesia (TIVA) services at Austin State Supported Living Center, with responses due July 8, 2026 at 10:30 AM Central Time; questions are due June 26, 2026, with responses posted June 30.
The contractor must hold a Texas State Board of Dental Examiners anesthesia permit with endorsements for sedation and anesthesia levels and must be a licensed Doctor of Dental Surgery (DDS) or Doctor of Dental Medicine (DMD) — the primary capability gate. Both HHSC and the Department of State Health Services may use any resulting contract.
Services are on-site dental anesthesia for individuals with intellectual and developmental delays, performed Monday through Friday, 8 a.m. to 5 p.m. Central Time, with response to service calls within four hours. The contractor supplies anesthetics, reversals, antibiotics, steroids, anesthesia machines, and one additional personnel for airway support; HHS provides oxygen tanks, disposable gloves, and masks. Pricing must be submitted on a per-15-minute-increment basis for regular-hours and outside-regular-hours dental anesthesia services, all-inclusive with no additional costs. Pricing must remain firm and fixed for the contract life, adjustable only for Consumer Price Index formula or federal minimum wage increases at HHSC's sole discretion.
The historical monetary value for the prior 12-month period (September 1, 2025 through August 31, 2026) was $40,000; however, HHS does not guarantee any volume, usage, or compensation. The contract runs September 1, 2026 through August 31, 2027, with no renewal options but a potential one-year extension at HHS's sole discretion.
The contractor must maintain workers' compensation, commercial general liability of $1,000,000 per occurrence/$2,000,000 aggregate, professional liability of $1,000,000, and umbrella liability of $1,000,000. Award will be made to the bidder offering best value based on ability to meet requirements, performance capability, and price. Bidders must submit the completed Exhibit C Pricing Sheet, Exhibit A HHS Solicitation Affirmations (pages 1–14), Exhibit D Bidder Reference Form (minimum three verifiable references from the last three years), TSBDE anesthesia permit documentation, a fee schedule for any additional services, and documentation of financial capability and solvency. In-person bids are submitted to HHS Procurement and Contracting Services, 1100 W. 49th Street, Austin, Texas; electronic submission through the optional HHS Online Bid Room is available.
