About this opportunity
The County of San Mateo is seeking proposals to operate an on-site 340B contract pharmacy for San Mateo Medical Center (SMMC), with questions due November 11, 2026 at 1:00 p.m. and proposals due November 25, 2026 at 1:00 p.m. Local business and local non-profit preferences apply, granting five percent additional evaluation points to local businesses or local non-profits and three to five percent additional points to small or micro businesses or non-profits.
The pharmacy occupies approximately 619 square feet of ground-floor space at the Fair Oaks Health Center in Redwood City, with 88 square feet of secured storage and three service windows. The vendor must provide comprehensive pharmacy services and 340B contract pharmacy services to SMMC patients and walk-in customers, demonstrate five years of experience operating a 340B contract pharmacy, and comply with applicable federal, state, and local pharmacy regulations. The vendor outfits the space with furniture, fixtures, equipment, and systems, while the County provides utilities except telephone and data services. Required insurance includes cyber liability of $5 million per occurrence for privacy and network security and $1 million per occurrence for technology errors and omissions. Attachments impose County ownership of all work products as works made for hire, HIPAA privacy and security standards, a Section 504 compliance assurance, fingerprinting certification for personnel with child contact, a vendor system access policy, a living wage ordinance, and a third-party corporate compliance code of conduct.
The contract term is five years and runs through two separate agreements: a sublease for the pharmacy premises, with the sublease amount based on prevailing fair market value for commercial space in the area, and a service agreement for pharmacy operations. Pricing is to be negotiated with the selected vendor. Proposals will be evaluated on project approach (30 points), firm qualifications (25 points), team qualifications (20 points), and price (25 points). The County reserves the right to accept other than the lowest-priced proposal and to reject non-responsive submissions. Proposals are submitted electronically through the eProcurement portal and become public records subject to the Public Records Act.
