About this opportunity
The City of Grand Junction, Colorado is requesting proposals for on-demand landscape, irrigation, vegetation management, ecological restoration, urban forestry, and related services under RFP-5957-26-KF, with proposals due August 6, 2026 at 1:00 p.m. Mountain Daylight Time. The City intends to establish one or more annual on-call contracts with no guaranteed minimum contract value or work volume; work is authorized on an as-needed basis contingent upon appropriated funds and annual not-to-exceed authorizations.
Proposers may submit proposals for one, two, or all three service categories: Category 1 (turf conversion, restoration, and native landscape establishment), Category 2 (irrigation installation, renovation, and repair), and Category 3 (vegetation management and herbicide application). Services are performed at various City-owned facilities and properties throughout Grand Junction and may include landscape maintenance, irrigation improvements, capital improvement projects, and emergency response. Contractors must maintain comprehensive insurance including $1 million general liability per occurrence, $1 million automobile liability, and statutory workers' compensation, with the City named as additional insured.
Pricing must be submitted on fully burdened unit rates for identified pricing items and supplemental schedules covering labor classifications, equipment, materials, mobilization, emergency services, and other applicable fees. All unit prices, hourly rates, and other pricing remain firm throughout the initial contract term and any renewal terms unless modified by executed contract amendment. The City reserves the right to award contracts to one or more contractors by service category and may establish annual not-to-exceed funding limits.
The initial contract term extends through December 31, 2027, with the option for up to three additional one-year renewal terms subject to satisfactory performance and annual City Council appropriation. A non-mandatory pre-proposal conference is scheduled for July 16, 2026. Questions are due July 23, 2026, with a final addendum issued by July 28, 2026. Interviews, if required, are tentatively scheduled for August 24–25, 2026, with Notice of Intent to Award expected August 27, 2026 and contract execution contingent on City Council approval and funding availability by September 1, 2026.
