About this opportunity
San Bernardino County Department of Public Works Special Districts is requesting qualifications for on-call routine and emergency maintenance and repair services to municipal water wells, booster pumps, sanitation pumps, and pumping stations serving County Service Areas, Big Bear Valley Recreation and Park District, and Bloomington Recreation and Park District, with proposals due August 31, 2026 at 3:00 p.m. Multiple contractors will be selected; the number of awards depends on proposal quality.
Contractors must hold valid California Contractor State License Board licenses — Class A General Engineering or appropriate C-class licenses including C57 Well Drilling, C42 Sanitation Systems, or C61/D21 Machinery and Pumps — and Department of Industrial Relations registration. All work is subject to California prevailing wage requirements under Labor Code Sections 1720 and 1770. Response times are 24 hours for routine calls and 2 hours for emergency responses.
Services include well inspection and troubleshooting, pump removal and replacement, motor and cable repairs, booster station maintenance, sanitation facility repairs, confined space entry operations, and associated documentation and reporting. Work will be assigned through RFB solicitations to contractors on the on-call list, with task orders issued to lowest responsive and responsible bidders, though the County reserves the right to select non-lowest bidders under justified circumstances.
The estimated budget is $2.8 million per contract term. The contract term is five years, beginning September 2026 and ending June 30, 2031. No minimum or maximum number of projects is guaranteed. Pricing must include all labor, materials, equipment, transportation, lodging, and per diem costs and is submitted on Attachment E. A non-mandatory proposal conference is scheduled for July 15, 2026. Written questions are due August 5, 2026. Contract award is anticipated for September 2026. Site visits are at the proposer's expense with no additional compensation. The County retains the right to terminate unsatisfactory performers and remove them from the on-call list.
