About this opportunity
The Town of Mansfield, Connecticut Department of Public Works is issuing a Request for Proposal for on-call tree trimming and removal services to be performed from December 1, 2025, through December 31, 2026, with two optional one-year renewal terms available. The procuring jurisdiction seeks a qualified contractor to provide comprehensive tree trimming, removal, chipping, and fallen tree removal services, with the Town anticipating at least one day of tree service work per week for 50 weeks per year. All tree work must be supervised by a Connecticut licensed arborist compliant with American National Standards Institute (ANSI) standards, and contractors must maintain equipment including a bucket truck with current dielectric testing and an 18-inch minimum capacity chipper with winch. Service delivery requirements include performing non-emergency requests within a reasonable timeframe and responding to emergency requests within two to four hours of notification. Contractors must provide four daily crew rate options ranging from one-person to three-person crews with specified equipment, as well as an emergency on-site hourly crew rate. Award will be made to the lowest responsible qualified bidder based on completion of all RFP requirements, experience providing arborist services, professional references, ability to meet the Town's needs, and proposed fees. Proposals must be submitted through the Town's Bonfire e-procurement portal by 10:00 a.m. on Thursday, November 20, 2025, and all bids remain valid for 90 days following submission.
The solicitation is open to all eligible vendors with no specified set-aside designations for disadvantaged enterprises noted in the available documentation. Contractors must hold all applicable OSHA certifications and comply with Connecticut traffic control and safety standards, while assuming responsibility for ordering and coordinating certified flaggers from the Town's chosen provider. The Town requires comprehensive insurance coverage including $1,000,000 per occurrence commercial general liability, $1,000,000 automobile liability, statutory workers' compensation, and $2,000,000 umbrella/excess liability; the contract may be terminated if the contractor fails to maintain required insurance or breaches performance terms. Contractors must complete Attachment D by providing at least five client references served within the past five years to demonstrate relevant experience. Prevailing wage rates will apply if the contract exceeds $100,000, though the estimated total contract value has not been disclosed in available documentation. Questions regarding the solicitation should be directed to Sheri Baczanski at the Town of Mansfield, 4 South Eagleville Road, Storrs, Connecticut 06268, by telephone at 860-429-3331 or email at baczanskise@mansfieldct.org.
