The City of Brownsville, Texas is issuing an RFQ for a Master Service Agreement on-call transportation engineering, traffic operations, intelligent transportation systems, traffic safety, and multimodal design professional services, with SOQs due November 4, 2026 at 3:00 p.m. CT. The City intends to award up to seven qualified firms.

This is a qualifications-based procurement under Texas Government Code Chapter 2254; cost proposals are not submitted during the initial evaluation phase and will be considered only during later contract negotiations. Respondents must demonstrate active Texas professional engineering firm registration, identify a Texas-licensed Professional Engineer, document five years of relevant experience with at least three qualifying projects completed within the preceding five years, and establish ability to obtain required insurance coverage.

The scope encompasses traffic engineering studies, traffic signal design, ITS planning, roadway safety improvements, environmental compliance, construction support, and grant application assistance. Individual task orders will specify funding sources, which may include local, federal (FHWA), or state (TxDOT) funds, each requiring compliance with applicable source requirements. Work is performed in Brownsville and Cameron County, Texas.

The initial contract term is three years commencing upon City Commission approval, renewable for two additional one-year periods subject to mutual agreement and available funding. All resulting contracts are subject to availability of appropriated funds and may be terminated by the City with thirty days' written notice.

The evaluation committee will assess technical qualifications across six criteria totaling 105 points: firm experience, project team qualifications, technical approach, availability and capacity, past performance, and optional TxDOT PEPS precertification. A pre-proposal meeting is scheduled for October 13, 2026 at 10:00 a.m. CT via Microsoft Teams. Questions are due October 19, 2026. Addenda will be issued October 23, 2026.
