About this opportunity

The Georgia World Congress Center Authority is requesting proposals for on-call traffic control services at the Georgia World Congress Center, Centennial Olympic Park, and surrounding facilities within a two-mile radius in Atlanta, Georgia, with proposals due September 27, 2021 at 10:00 a.m. A communication restriction is in effect: interested firms are prohibited from contacting Authority staff or consultants about the solicitation except through designated question submission or with the Issuing Officer, Erle Coleman.

The scope encompasses temporary traffic control including delivery, setup, and removal of up to 1,200 contractor-provided 36-inch orange traffic cones with retro-reflective bands; lane and road closures; vehicle and pedestrian detours; and special-event traffic control personnel and equipment. All traffic control personnel must hold current flagger certification. Contractors must respond to service requests within a 24-hour period.

The initial contract term is approximately one year from September 15, 2021, with the Authority retaining the right to renew for four consecutive one-year periods at its sole discretion. Pricing is per-event; the RFP requires proposers to submit per-event pricing on the provided proposal form.

The Authority will evaluate proposals on technical merit (80 percent weight) and cost (20 percent weight). Technical evaluation criteria include demonstrated experience in similar services, qualifications of key personnel, financial stability, references from similar facilities, current insurance levels, and compliance with federal and state regulations. Contractors must maintain workers' compensation insurance and contractor's public and protective liability insurance with minimum limits of $1,000,000 per person and $3,000,000 per accident for bodily injury, and $1,000,000 per accident with $3,000,000 aggregate for property damage. The Authority encourages participation by small businesses, female-owned businesses, and minority-owned businesses.

Written questions are due September 20, 2021 at 2:00 p.m., with answers posted September 21, 2021 at 2:00 p.m. Proposals must be delivered in sealed format to the GWCCA Purchasing Department with one original and one flash drive. Two firms—Crate Facility Services LLC and Traffic Safety LLC—have been selected as apparent awardees.
