About this opportunity

The Town of Manchester, Connecticut is requesting proposals for on-call structural engineering services to support municipal infrastructure projects, with proposals due October 29, 2026 at 11:00 a.m. and questions due October 26, 2026. The contract is subject to the Town of Manchester Living Wage Ordinance, which requires covered employers with annual contract values exceeding $25,000 to pay eligible employees either $18.25 per hour (with comprehensive health benefits) or $26.70 per hour (without benefits), adjusted annually each July.

Services include structural review and analysis of cellular tower attachments, traffic control signals, light poles, retaining walls, and foundations; preparation of structural calculations and submittals for span poles and mast arms; structural inspection of poles and mast arms; and general consultation on minor structural design tasks. All work must be performed under supervision of a Professional Engineer licensed in Connecticut. Contractors must maintain professional liability insurance of not less than $1,000,000 per claim and in the aggregate, plus Commercial General Liability of $1,000,000 per occurrence, naming the Town as additional insured on a primary and non-contributory basis.

The contract term runs from an estimated November 2026 award through December 31, 2027, with three optional one-year extensions by mutual agreement. Pricing is submitted on an hourly rate basis with rates held firm during the initial term; price adjustments for extensions are based on the U.S. Bureau of Labor Statistics Consumer Price Index.

Proposals are evaluated on quality and thoroughness (20 points), hourly pricing (30 points), qualifications of key personnel (20 points), and demonstrated experience with similar scope (30 points). The Town retains the right to select the proposal determined to be in its best interests rather than necessarily the lowest cost. Proposals must be submitted electronically through the Town's OpenGov procurement portal. Bidders must complete and submit a Living Wage Certification Form with their response.
