About this opportunity

The City of Seattle, through Seattle Public Utilities, is seeking proposals under RFP #26-202-S for on-call solid waste data analysis and economic services, with a non-mandatory pre-submittal conference on October 29, 2026 at 9:00 a.m. via Microsoft Teams and proposals due by 1:00 p.m. on November 13, 2026. No set-aside applies. The procurement instead carries a WMBE Inclusion Plan requirement under Seattle Municipal Code Chapter 20.42, mandatory for consultant contracts above $343,000, and the $625,000 estimate exceeds that threshold. Respondents must set aspirational WMBE goals, name WMBE team firms, distinguish core from value-added work, and demonstrate good-faith efforts, including past performance on at least three similar projects with utilization percentages and final contract amounts.

Work covers program evaluation, needs assessment, economic modeling, forecasting, cost-benefit analysis, causal inference, longitudinal waste-characteristic analysis, data visualization, training, and program development supporting Seattle's Zero Waste goals. Required capabilities include advanced economic modeling and data visualization, proficiency in Python, R, and Oracle SQL, and expertise in solid waste systems and utility rate-setting economics. No minimum qualifications are required to submit. All deliverables must meet City digital accessibility standards (ADA and WCAG) and be written in plain language. Work is authorized through individual Work Assignments, each with its own schedule, deliverables, and milestones.

The contract runs up to five years with an estimated value of $625,000. Hourly rates in rate sheets must comply with Federal Acquisition Regulation Part 31. Contracts exceeding $71,000 require an Equal Benefits Compliance Declaration under Chapter 20.45. Required insurance includes Commercial General Liability at $1,000,000 per occurrence and $2,000,000 aggregate, Commercial Automobile Liability at $1,000,000 combined single limit, and Workers' Compensation with $1,000,000 stop gap coverage. The City of Seattle must be named additional insured on liability coverages. A mandatory Consultant Questionnaire must accompany all proposals.

The City has designated Equal Benefits, Audit, WMBE and EEO, Confidentiality, Debarment, and mutual indemnification as non-negotiable. Questions are due November 3, 2026 at 5:00 p.m. through the e-procurement portal. Interviews are estimated for the week of December 14, 2026, and the successful proposer is expected to be announced the week of January 4, 2027.
