About this opportunity
Calaveras County Department of Public Works is requesting proposals for on-call snow removal services covering approximately 33 miles of County-maintained roads and facilities across mountainous terrain, with proposals due September 23, 2026 at 3:00 p.m.
The scope encompasses snow removal, snow hauling and disposal, ice control, sanding, de-icing, storm response, traffic control, and roadway clearing across designated service areas including Arnold, Dorrington, West Point, Wilseyville, Avery, Murphys, and surrounding communities. Contractors must demonstrate capacity to respond to emergency requests within one to two hours during Level 2 storm events and maintain 24/7 readiness when placed on standby. All contractors must hold appropriate state and federal licenses, permits, and certifications; comply with OSHA regulations, MUTCD requirements, and Calaveras County Codes; and employ qualified and experienced personnel.
The County will establish a qualified contractor roster through a Professional Services Agreement under which task orders are assigned. The initial contract term is two years with an option for a one-year extension, estimated to terminate April 30, 2028. Compensation is structured on a per-area or per-mile basis according to mileage values specified in the cost proposal form; the County will not guarantee any minimum amount of work or compensation. Payment is issued only following County verification and approval of invoices itemizing service dates, storm events, specific service areas, roadway mileage serviced, equipment utilized, service rates, and materials used.
Evaluation criteria are understanding of work (20%), experience with similar work (20%), quality of staff (15%), cost (25%), and demonstrated technical ability (20%). Final selection interviews are tentatively scheduled for the week of September 28, 2026, with agreement approval and award anticipated for October 27, 2026, and services commencing October 28, 2026.
