About this opportunity

The North Carolina Department of Transportation, Highway Division 12, is requesting sealed bids for on-call snow and ice removal services using multi-axle trucks across Interstate, Primary, and Secondary Roads in Alexander County, with bids due September 8, 2026 at 2:00 p.m. Prospective bidders must obtain prequalification approval as a "Bidder" or "PO Prime Contractor" at least two business days prior to the bid opening.

The scope requires five fully operated multi-axle trucks with operators, each equipped with a 12-foot snowplow and a 10-cubic-yard minimum capacity material spreader, plus GPS technology with monitoring software subscription. The initial contract term runs November 16, 2026 through November 15, 2027, with four optional one-year renewal periods available for a maximum total contract duration of five years, contingent on satisfactory contractor performance. Total annual contract expenditures shall not exceed $5 million. Pricing is established at $125.00 per hour for each fully operated piece of equipment during the first year, subject to Consumer Price Index adjustment for renewal periods. An Outfitting Fee compensates for equipment investment costs: 40 percent paid upon completion of training and inspection in the first year and 15 percent annually for each renewal year. GPS monitoring software subscription fees are paid annually for the October 15 to April 15 service period. Training sessions are compensated at $25.00 per hour for operator and supervisor personnel; the Department covers up to two operators per equipment unit and two supervisors.
